Waggin’ Trail is up in North Kansas City, which is a separate city with its own rules. What the ordinance does allow is an electronic collar as a form of restraint on your own property, which is worth knowing if your yard is not fenced. None of it covers you at Loose Park or on the Trolley Track Trail.
